More about election weighting

Someone who has already served on committee X may serve a second year on committee X provided there are not 3 nominees for committee X who have not served on committee X the prior year. In other words, second year terms can be filled by volunteers for back-to-back years on the condition that there are not enough new nominees to have an election. A person from committee X can run for election for committee Y the following year, with no conditions on that transition.
